Web Interface to edit Properties file  RSS feed

I have been working on providing a web-interfcae to create/delete and edit Properties file using a web-interface. While deleting seems pretty easy, I am stuck on creating/editing ones.
The properties file will have over 300 properties in each file. While adding or editing the interface should not as usability point expect users to add/edit all properties at one go. I had the folowing steps to do that:
Create a file:
1. Enter a name for the file
2. Enter first 10 properties (a check box with "Add more" option and a textbox with "how many" rows will be placed alongside)
3. When user submits the form (pt.2) save the properties file, now onwarsd the stpe would be same as editing a file.
4. If user checked the checkbox in (2) add requisite rows (as he entered) and save the changes.
5. Repeat 2,3,4
For editing also I wish to show user first 10 rows, and a sort of sroll next, scroll back facility. How can I do it? Converting to XMl is out of way here, Is there any OS tool available for this, note that the files would hold Unicode data.

Guys will you please help me out with this. I am facing problem beaqcuse the Properties class is basically a Hashtable with un-ordered elements and I want to provide any scroll next-forth facility I must have an ordered list I suppose. Wat say?
