I would like to know if there is a way to track applications running on the task manager. I would like to restart a java app everytime it exits.

Welcome to JavaRanch!

Why not just start the application from inside a loop in a batch file. Of course, you'll soon find out that restarting an application as soon as it fails is usually not a good idea.

Simply write the appropiate event handler when the application exits. Writing anything with the Windows Task Manager would render your application platform-dependant.
