mp4 streaming server

I am trying to build an mp4 streaming server using JMF or some other technology that doesn't require the user to have a particular player installed at their end but which will stream an H.264 video.To put on websites.
This is the first time im doing stuff like this, so id like to know if you know any resources, requirements or if you can just generally make any suggestions to get me started.
