Where is the Plugin Console?

Someone posted a question earlier about trying to get Swing applets to run on their Netscape browser. It appears that the Java console on Netscape wasn't giving any information on the loading of the applet, and the applet never loaded nor gave an error message.
I am having the same problem. I get no error messages, but my page is blank. The Java console has nothing in it, even when I choose option 9. One response said to look at the Plugin Console, not the Java Console. Where is the plugin console?

You can open the plugin console buy clicking on the little Duke
icon in the system tray.

System tray? Pardon my ignorance, but I am not familiar with this term. Is this found in my browser, HTMLConvert application, hard drive...?
