Can I change the color of scrollbar and other property?

Color and appearance of UI items are controlled by the UI Delegate of the object, which is installed by a particular Look&Feel. So, the answer to your question is yes in the abstract.
More specifically, how you do it really depends on the Look&Feel you have installed. If you are using Metal, it supports the concept of "themes". You can probably create a theme with various colors and install that on top of the Metal look&Feel. If you're using a different look&feel, it may or may not support directly changing colors, either via a theme or some other mechanism. Some Look&feels are "skinnable", allowing you to plug-in different looks on the fly.
And of course, you can always just subclass a particular UI delegate and customize it to your heart's content.
