The only downloadable LAF for OS X I'm aware of is Quaqua, which relies on the Aqua LAF being present. And the Aqua LAF of course relies on the Quartz drawing engine being available, so you would need to port everything Quartz does to Windows. Not a trivial task.
Besides, there might issues of intellectual property. At least, that was the reason Sun gave why its Mac LAF didn't run on Windows or Unix (and the Windows LAF ran only on Windows).
