Modal:true or false?

My code like this:

    public void actionPerformed(ActionEvent e) {
        showDialog();

    JDialog dialog = new JDialog();
    dialog.setModal(false);

Does it modal to false mean another thread?
I want to set the modal still to true, but want an effect of false modal. How to do this?
Why I need to do this? Because I'm using JavaHelp. When a button container is a none modale dialog, the help form will show as a JDialog.That's what I want to avoid.
