By 'activated' do you mean 'has the focus'?

For example, you have a text field in tab 1, you type something, the text goes in it. You switch to tab 2, and, perhaps select a checkbox, then you switch back to tab 1, and you want to be able to continue typing in the original text field?

The text field that the cursor appears in, or the button that has the little dotted line around it, or whatever, is said to have the focus - when you do something with the keyboard, it will affect that component.

If this is not what you mean at all, then please give us a clearer example. If it is what you mean, then there's a good reason why it's behaving as you see - which is that when you switch tabs, the tab you click on, takes the focus.

Changing how that behaviour works can be simple or can get fairly tricky - I'd suggest Sun's How To Use The Focus Subsystem tutorial, as a starting point.
