tomcat and sample app

I'm a little confused on running the sample app in Tomcat. I have installed it on Win 98. I thought that I could go to the jakarta-tomcat\doc\appdev\sample directory and then open a DOS window, and type build all and it would build the sample HelloWorld application, creating the various directories under the jakarta-tomact\webapps directory that are needed. Is that correct? When I run the batch file build, I get:

BUILD FATAL ERROR: Target 'Files\Apache' does not exist in this project
Could someone shed some light on this for me?
