Hi Amit,
You download 'zip' version of Tomcat. Basically what they have listed from this site http://jakarta.apache.org/builds/tomcat/release/v3.1/bin/
is 3 VERSIONS (tar, gzip, zip) each download('ant build tool' , 'tomcat' ,'tools' etc )
So, since you want Tomcat, and most likely we have some unzip tool with us, it is easy to download the 'zip' version and after download we unzip in our machine.
So download this file.
For install instructions, please check Satya's tips.

I am using Tomcat3.1 on Win98. If I am not wrong I downloaded this zip file only. I think it will work on win95 also. Give a try. Since I couldn't see any other Tomcat download for windows specific format, I think it will work.

Check my How to Make Your First JSP Page Work on Tomcat?
Many people tried the step-to-step work sheet, and it works on win95/98/NT/2000. If you encounter any problems, please let me know.
Thanks!
Roseanne

I've just get a letter from Cincinnati, OH - 45241
He said: "I was not able to install Apache and Tomcat from last couple of days. Then I just happened to see a page on javaranch.com, where you have listed all the steps and instructions for installation. I just blindly followed those
and now I am able to run my servlets and JSP too.
Thanks a lot man for ur informative help"
My advise is deleting your tomcat directory, and re-unzipp it, start over, then, you will have a very good chance to make it work.
Actually, I did that many times.
