HTMLKona is (or was) a proprietary HTML-generation tool for use in servlets. Jason Hunter claimed for some while to be writing an open source replacement, but I believe he no longer particularly favours that approach. A somewhat similar product is ECS (Element Construction Set) from http://java.apache.org/ which is freely downloadable.
Please think hard about why you want a product like this, however. In a large proportion of cases you would be much better off choosing a template system such as WebMacro (from http://www.webmacro.org/ ), FreeMarker or Velocity, or even by going straight for XML and XSLT stylesheets for your HTML rendering.
Can you give us some more background to your requirements?
