tomcat config on linux

I am running Tomcat with Apache on Linux. I have Tomcat working in standalone but I when I create a .jsp file and put it in my home directory, I get a 404 File not Found error in my browser.
i.e, I type the address: http://agent.eng.uiowa.edu/~sdfong/rubyfong/gamezone/testex.jsp
and get the error.
I was wondering how to configure Tomcat and Apache so that it would find that file (or any other .jsp files) in my own home directory. I don't want to run .jsp off of port 8080, I want to do it off of port 80.

I think the documentation that comes with the standard archived binary of Tomcat also addresses this need,under the section Installing Tomcat with a Web Server.
