trouble starting tomcat

I have tried many months,days,hours,times to get jsp server going on my box WIN98, I found a thread that suggested to change
dos prompt memory initail environment to 4096. With that I am at another error
tomcat startup
Including all jars in c:\tomcat\lic in your classpath. Using classpath: c:\tomcat\classes;c\tomcat\lib\ANT.JAR;c:\tomcat\lib\JAXP.JAR;c:\tomcat\libSERVLET.JAR;c:\tomcat\lib\PARSER.JAR;c:\tomcat\libWEBSER~1.JAR;c:\tomcat\lib\JASPER.JAR;c:\jdk1.2.2\lib\t ools.jar
Bad command or file name
Including all jars in c:\tomcat\lib in your classpath.
Any help would be greatly appreciated.

tomcat startup
I would think it should be either:
tomcat start or startup in the TOMCAT_HOME\bin dir.
