Using jar files in tomcat on linux

I've been trying to figure out how to use jars in tomcat on Linux. The documentation states that if you place the jars tomcat/lib directory they will automatically be placed in the classpath. According to an o'reilly tutorial:

jar files should be placed in the web-inf/lib directory of the application. Which is right? If both ways work is there an advantage either way?

tomcat/lib jars are available to all web applications in the VM; foo/WEB-INF/lib jars are available only to servlets in the "foo" web application.
