Only if you add a J2EE server which can act as an IIS plug-in, such as Allaire JRun.

Not.. IIS is only a webserver capable of handling html and asp files.. J2EE 'like' development can be done using COM.
Yes you can run J2EE applications on the MS platform. You would need to extend your IIS webserver with a J2EE compliant application server. There are several out there.
