See -Right-click on it and choose 'Properties' and then the 'Program' tab.
In the 'Working' field type the location (replace c:\windows) of Tomcat as follows
- Under memory tab (this is crucial! Win98 is horrible because it does not allocate the memory automatically but other OS's do e.g. Win2K)..
- Select the highest under 'Auto' and the same too under 'Initial environment'.

After you have edited the 'Tomcat.bat' file to tell Tomcat where JDK is now you can just double-clk on the Tomcat icon ond the desktop. I t should open an MSDOS window and point to

Now believe me it should startup.

Good luck. Oh by the way Tomcat can be really slow under Windows 98. It works super in Win2K
