Page-wise display in JSPs

Probably you must have already thought of pager taglibs (www.jsptags.com) as the solution.
But I am looking for a solution without using pager taglibs.
All I want is, the "next" , "previous" hyperlinks to display 20 records per page.
Pager taglibs are inefficient because they bring in the entire data but display just the relevant 20 records.
Does anybody have the code to get just the required records from the database per request. ?

Hello Deepak..
if you dont want to fetch all the results in the resultset but only fetch if the user wants then your database needs to have a primary key .. .. i have written code which displays 10 records per page but its done by populating resultSet in the vector. and it works perfectly fine .
