tomcat installation problem

Hi,
I have downloaded jakarta-tomcat.zip into c:\drive and also set the environment variables
JAVA_HOME=C:\JDK1.3\BIN
TOMCAT_HOME=C:\jakarta-tomcat-4.0
PATH=C:\JDK1.3\BIN
When I say C:\jakarta-tomcat-4.0\bin\startup it popsup a a error message thatcann't find c:\jdk1.3\bin\bin\java (or one of it's components)
One more thing is tomcat.bat is not downloaded .I also comented the @ECHO OFF startup.bat
please help me out..

The JAVA_HOME variable only needs to be the directory you installed Java in. Try taking the /bin off what you are trying.
EG: C:\JAVA\ instead of C:\JAVA\bin
 
It is sorta covered in the JavaRanch Style Guide.
