Tomcat 3.3, can webapps be loacated somewhere else?

I have a server running IIS and Tomcat 3.3. I was wondering if it was possible to make tomcat recognize servlets outside of the webapps directory.
I have these directories that people have ftp access to:
../info421
Is there a way to make tomcat recognize this arbitrary directory as the start of a webapp? Can you tell tomcat to look for servlets in directories that have a specific pattern?
../info421/pattern/
Could you tell Tomcat to look for the pattern directory name when trying to find a servlet? I guess I just don't understand how this works very well yet and I'm just interested in my options.
Any help would be most appreciated.

Sure, in you servlet.xml file (in $TOMCAT_HOME/conf/), add something like:
<Context path="/whatever" docBase="c:/this/that/the/other" crossContext="false" debug="9" reloadable="true" />
to create a new context that maps to wherever you want on your hard drive.
