I would like to know how much a request parameter contributes to the request content length. (I would like to in a multipart form submission
subtract from the total request length the contribution of request
parameters that are not uploaded files).
Can this be done and is it accurate?

With a normal request, it refers to the length of the content body - I don't know what the implication is in multi-part requests, but you might look at the HTTP standard look for RFC 2616 here.

You can also check out
http://www.servlets.com/cos/faq.html

Search on this page for the first instance of the word "configure".

The question being answered there is different than yours, but it contains good information on using the COS package to do what you want. (Modify where it says "If you want to have a maximum file size..." to "If you want to know the size of only the files in the POST...")
