HTTP, the HyperText Transfer Protocol, is a description of a particular method for exchanging data over a TCP/IP connection. Only implementations of protocols can be thread-safe, or not; protocols, being abstract things, are above such distinctions.
Is there a particular HTTP-related class or method you're really asking about?
