Problem: context path and web.xml

Hi out there,
I've installed tomcat 4.1.27 (and 4.0.3 before) and have the following problem with <context path..> in server.xml as tomcat can't find the web.xml deployment descriptor in the docbase/WEB-INF/ directory. The strange thing about this is that the "mounted" docbase can be accessed via the context path!
tomcat config as follows:
<Context path="/z" docBase="d:/data/tomcat_webapps" debug="0" reloadable="true"/>

What I've already checked:
1) Context path is accessible via http:localhost:8080/z/index.html
2) directory rights are set to everyone (o+wrx)
What could that be?
Would be great to get some advice =8-)
