Suppose you all have values in your web.xml, that change based on when you are in production or an development enviornment. I know that currently have a production and a development xml we make one of those the web.xml using ANT and depending on what command we have. Is there a better way to do this? Say having one web.xml and some other way.

Take a look at this thread. Murat had a very similar question recently.
I like the properties file approach because it guarantees you have the same code (and deployment files) in production as development.
 
Don't get me started about those stupid light bulbs.
