A "temporary servlet" is basically just the normal behaviour of a servlet. A better phrase to describe this would be "on demand" - they are loaded when a demand for them appears. This contrasts with "permenant servlets" which are loaded when the server is started and remain alive till the server is stopped.
 
It is sorta covered in the JavaRanch Style Guide.
