Tomcat serializes all the session data to a file called SESSIONS.ser under {tomcat}/work/Catalina/localhost/{your app name}/.
When it starts up again, it de-serializes that file.

If you delete that file after shutting Tomcat down, the sessions will be gone when it starts up.

It is sorta covered in the JavaRanch Style Guide.
