Disabling Browser Cache  RSS feed

To prevent the browser from caching my page, the advice I got is to set the 3 response headers: cache-control:no-cache, expires:a date in past, pragma:no-cache. My first question: are these correct and enough (for IE and netscape)?

Besides, one would normally use scriptlet to it:
<%
response.setHeader(..);
%>

It is also suggested to enforce scriptless page, the jakarta Response taglib could be used:

<response:setHeader ..>

My second question: is it a must to use custom tag to achieve this? Can we do it with <meta http-equiv="Cache-Cotnrol"..>? I am not familiar with how <meta> is interpreted. Is it something that can instruct the browser to add any arbitrary header to the response?
