Prepare the code first, it may be an servlet/jsp/html page. After writing it, you can use J2EE/JWS/WebLogic/Tomcat server to deploy your application.
First start the server you are using, then keep the compiled java files , htmml and jsp files. And place in respective places and execute those pages in browser
Once you do have a firm grip on Servlet/JSP programming, you will be in a better position to evaluate and choose from the multitude of frameworks avaliable.
