There is no isCommit in the HttpServletRequest interface or it's superclass:
http://java.sun.com/j2ee/1.4/docs/api/javax/servlet/http/HttpServletRequest.html

HttpServletResponse has an isCommitted method.
The API explains its purpose pretty well.
http://java.sun.com/j2ee/1.4/docs/api/javax/servlet/ServletResponse.html#isCommitted()

It is sorta covered in the JavaRanch Style Guide.
