In my system i want to allow admin to upload articles. Upload articles body should be plain html. So should i use a text editor. If so what are the editors available which alredy have file uploading facility.Or else can i upload it at as a word file and then allow the user to view it as a html file

Why not upload as HTML and view as html. It would be the simplest solution.

Is this a servlets question? Or are you looking for an IDE with FTP capability?

You may want to Google for "Content management system".
There are quite a few out there and some, such as Lenya, are open source and written in Java.

You may find that most of what you need is already written.
 
It is sorta covered in the JavaRanch Style Guide.
