Application to listen to a port running a daemon  RSS feed

Hello,

I have this webservice scheduler which is daemon process which is started through a JSP/JSF built browser screen through login authentication. I like to have a separate process continuously to listen to the port that is running this daemon application and make sure if it is up and running. In any case if this daemon dies then this application would re-start it. What would be the best way to achieve this. I am guessing since this daemon is a client side application I would need this watch dog application running as a client application, right? Again, would be very helpful to get some code snippets or leads to do this.
