T1 , $499/m good price??

My aDsl is always down!!! NO cable in my area!!
I think my dsl uptime is %75! and thats not base on 24/7.
It is base on the time i use it. The time i am at the computer.
When it is down i dial-up with modem.
T1 is my only option right now or maybe wrieless but not sure.
