I work for a B2B company and we are looking at buying a reporting tool (java based or generic) which allows the registered users to
design their own reports and charts.
Is that possible and if yes what are the products available in the market for that.
Can someone help?

Have you looked at Brio? It will generate reports fairly easily.

Reporting Engines from Reporting Engines
ReportMill from ReportMill Software
Style Report from inetSoft
JClass from Quest Software (formerly Sitraka, formerly KL Group)
I haven't used any of these BTW.
