I'm trying to install java 1.4 SDK but for some reason the javac.exe file never get's copied to my bin directory...all other files(i.e java.exe, rmiregistry.exe etc.) are there. Why would this not be there???...I'm using windows 2000???

How do you know it is not being placed there? Are you actually looking at the contents of that directory or are you just typing in javac.exe at the command prompt?
My guess is you may be looking in the JRE directory instead of the JDK directory. The JRE/bin directory will not contain a javac.exe file. Check that first, then get back with us.

I think I figured it out. I installed the jre and not the sdk. After installing SDK I see it. Thanks Greg.
