web page scraping legality  RSS feed

I wasn't sure exactly where to post this question, so hopefully this is category works...
I was wondering if anyone knew any details pertaining to the legality of web page scraping. I was assuming this changes site to site, but was hoping to find some more information on what can and can't be done.
I was also wondering if anyone knew anything about Yahoo's page scraping rules. I have seen numerous applications that are based upon page scraping from Yahoo (mostly finance apps). Is Yahoo lenient about this issue or are these people just getting away with using this technology?
