Why is Java Collection Framework called a "Framework" ?

Just found out the difference between a library and a framework.
Now wondering why is Java Collection Framework called a framework ??

Not much difference really, a semantic argument, but it can depend on the intended use of the library. The collections framework is after all a library, however it was intended to be useful by building abstract data types on top of it, hence framework as in the frames of a house.
