Hi
If I write a line of code as
Character.isLetter (‘A’
is this internationalised.
If Yes, could someone please explain the reason.

I would say yes, because the isLetter() method is already designed to handle the entire range of Unicode chars, used in any Locale. There's no way (or need, I think) to internationalize it further.
If you're interested in knowing where a character comes from, you may Find the Character.UnicodeBlock class to be useful:
