Does J2SE or J2EE API have HTMLEncoding method? which class?

I was looking for a way to html-encode a text string. let's say we have a form with a <textarea> which allows the customer to type in their comments. essentially the customer can type in whatever s/he likes, including those special characters.
So if the customer type in those special characters, I want all the customer's input to be html-encoded.
Any other thoughts?
