We are designing a data processing application that requires x-y plot, and color contour plots. Preferably, these would be high quality with adjustable scaling and cursors. Are there any packages that provide these capabilities?

You may be able to make use of JFreeChart for part of your project, but it doesn't look like it has much in the area of generating contour plots.
For generating contour plots, I stumbled across a few APIs with a quick search on Google for java "contour plot".
