I re-read your statement, but still means that being able to speak Hindi makes you eligible to speak millions of illiterates, and that?s all. So, that implies that all who knows Hindi or uses Hindi are illiterates! Well, I didn't know we have more than 2 billion Hindi speaking illiterates in the world.
