I don't believe there's a universal meaning to those job titles. They mean whatever the company using those terms think they mean.

My Plumber is a Technical Consultant.
My financial advisor bills himself as a Technical Analyst.
Programmer / Analyst is what the typical advertisment looking for coders uses.
