Is it possible to write a TSR(virus like) program in java?

A bit from wikipedia on TSR's

"...and with the widespread adoption of Microsoft Windows and especially Windows 95 - which rendered TSRs both unnecessary and incompatible - the TSR faded into the background."

Maybe it would help to understand what you are trying to do.
