including html in web applications  RSS feed

How do I reference header and footer files (basically html files) in multiple web applications without including them in each application WAR file? I would like to have standard headers and footers exist in a separate directory outside of the application, or in their own jar file, and have them accessible to all applications dynamically when they run. The applications are coded with jsp's and servlets and javabeans. JSP include statements can only see what's in the application WAR. Seems like this should be easy and I'm just not seeing it. Any suggestions appreciated, thanks.

WebLogic supports something called virtual-directory-mapping. I think this is what you need. A quick search on google shows that other servers have similar functionality
