Doing a quick Google search revealed a couple of promising hits on the very first page, assuming you're running some kind of a Linux variant?

Are you installing this on linux? If so are you doing it from source or a package manager?

If you are installing from Linux, and using a package manager, which distro are you on? For example Debian (and it's derivatives) really screwed the default ruby install by splitting it into five or six different packages.

If you use Ubuntu, you have to install rubygems from the src package on rubyforge. You can install ruby and ruby devel packages from synaptic or apt.
