A .rar file is a type of archive file IIRC.
To unrar .rar files you need a utility called WinRAR. Do a search on Google for "WinRAR".

i heard winrar is better than winzip.
 
You would be much easier to understand if you took that bucket off of your head. And that goes for the tiny ad too!
