are the static method get binded at compile time?
how the binding of static method differs to instance
methods?

IMO static method binding is resolved at compile time since there is no method overriding for static methods at runtime. Compiling an invocation of a class (static) method is very much like compiling an invocation of an instance method, except the pointer "this" is not passed to an static method.
