Why am I getting back CDT timezone instead of CST

The output from the following code:
passing 9/28/2002 5:00 PM CST
getTheDate = 09/23/2002 10:00 AM CDT

I expect it has something to do with the fact that it is trying to convert "China Standard Time" to "Central Standard Time" which is still on "Central Daylight Time" on 9-23-02.
Could be why the use of CST et al. is deprecated.
