running applets from your own PC

I am trying to do an example from an IBM tutorial for VisualAge for Java. I have created an applet and exported it to C:\VJ. It appears there as applet.jar along with the html file to run it. When using Internet Explorer to open the HTML the applet does not start. I just get class name displayed and file-missing icon in applet box. I have examined the classpath using VisualAge and included c:\VJ. What else could be wrong? HTML follows:
