I really don't understand why class cannot be private. Can someone explain to me?

An inner class can be private, but not a top level class. I guess there is no use in making a top level class private because declaring the constructor as private will achieve the same effect. That's just the way the Java guys made it.

Can you please explain how you would be able to use a top level private class? Obviously, no other class would be able to access it.
