Blood Donation - Eligibility Guide

Today I was reading the Eligibility Guide for blood donors.
Among the others, I found the following people are not eligible for donating blood
  • Persons who have spent more than 3 months in the United Kingdom (England, Scotland, Wales, Northern Ireland, Isle of Man) from 1980 through 1996
  • Persons who have spent a cumulative period of more than 5 years in Europe since 1980


  • Can somebody explain the reason for this restriction. And what is the significance of the specified years?

    Hmm tough one. here is my reasoning
    1. Europeans discovered that man came from ape (Since they believe in that they also believe that they came from apes). Since HIV comes from apes and europeans believe they come from apes they have got to have AIDS.
    2. If it is moving english folks will screw it . I think 3 months is too long
    thats the best i can come up with

    Paul's response is correct, although a bit terse.
    England has had lots of trouble with Mad Cow Disease (BSE). It is possible that someone who ate tainted beef could have been infected with Creutzfeldt-Jakob disease. The link between BSE and CJD was not known before 1996.
