An exe appilcation file will typically only run on a Windows machine.
A Java 2 Standard Edition application will likely run on any machine with a J2SE Runtime Environment installed, no matter the underlying operating system. So, a Java app requires the proper Java platform be installed, while it's independent of the OS platform.
Java shares some of C's syntax and semantics.
